Hornberger
PROFILE
Christa Hornberger is a Partner and senior consultant with
LMCI - Lawrence & Milley Consultants Inc. based in Halifax,
Nova Scotia. Ms. Hornberger has a background in management
consulting, project management and executive management in
the public, not-for-profit and private sectors in Canada and
the United States. Her extensive experience includes working
with client organizations developing and implementing strategic
and operational plans; and planning and introducing change
into organizations in transition. Project management experience
includes project planning; client management and leading technical
and business teams in software integration and business redesign
projects. She is a skilled workshop facilitator, communicator
and public speaker.
EXPERIENCE
Examples of Planning Assignments
- Lead a planning workshop followed
by several management coaching sessions for a downtown business
association to establish priorities and develop a focused
leadership approach to moving the organization forward quickly.
- Worked with the Halifax Regional
Municipality facilitating a process involving more than 100
participants including downtown business leaders, rate payers
associations and interest groups in developing a vision and
action plan for the Capital District.
- Facilitated a strategic planning
session for the board of directors of a provincial 'think
tank' organization to develop the foundation for a 3 year
plan.
- Facilitated a strategic planning
process for the executive team of a $40MM company in the industrial
products distribution business including development of growth,
market and organizational plans.
- Lead the planning and implementation
process for a regional telehealth network to connect 40+ sites
to expand accessibility to specialist services for rural patients.
- Facilitated Y2K risk and contingency
planning for a provincial government depart§ Facilitated
a series of workshops for the Atlantic Chapter of a National
Organization in developing their 3 - 5 year strategic direction.
- Lead a strategic planning process
and workshops for a not-for-profit animal shelter with a view
to increasing its capacity by 100% and developing education
and spay and neuter programs.

of Typical Project Assignments
- Facilitated a project management workshop
for 50+ attendees at a national community economic development
conference
- Managed an organizational change project
in the not-for-profit sector to transition a retail / training
business to a worker-owned cooperative, including a recruitment
strategy, training and transition planning and development
of performance evaluation processes
- Lead the operational change initiative
in a health / technology company to transition to a project-based
organization. This included developing an organizational culture
conducive to a fast paced, dynamic environment; building project
management capability through the implementation of a project
office; and designing a recruitment strategy to attract the
best and the brightest
- Managed the implementation of major legislative
reform in a mid-sized workers' compensation organization,
including policy creation, operational and business redesign,
and information system changes
- Managed the outsourcing of health insurance
services related to 100,000 health plan members, designed
to achieve a 20% staff reduction. This project included a
downsizing and communication plan, implementation planning
with the outsourcer and development of performance management
criteria.
- Designed and implemented a new case management
model and work flow processes to fit into a reorganized disability
management organization. This formed the foundation of a business
case for a new information system.
- Lead a technical team of 25 developers
and systems analysts installing a hosted internet-based billing
system on an application service provider platform. Included
project planning; recruitment; team orientation; day-to-day
project management; interfacing with the business change,
testing and training teams; delivery and installation of the
system modules; and planning post implementation handover
to the operations support team.
